Who sales the stamp in Evanston heading to gorge need somewhere open late

I'm not familiar with who sells in Evanston however if you are going thru Mountainview, there's a Maverik that's open 24hrs. You can get your reciprocal stamp and a Flaming Gorge use pass. Not sure if they are selling AIS decals there.
